6.1 Intended use. PBXN-110 is a high-energy explosive intended for use in ordnance. PBXN-110,
Type II is the preferred composition for general use. The material has been formulated to provide a longer
pot life, i.e., time between the end of mixing and the time when the material can no longer be cast into a
warhead to give a high-quality charge because of its high viscosity increase. PBXN-110, Type I has a
shorter pot life but is equivalent to Type II with respect to sensitivity and performance properties. The
material can be used in place of Type II for applications not requiring a long pot life, if isophorone
diisocyanate is not available. Since PBXN-110 is designed for military ordnance, there is no commercial
application.
6.2 Acquisition requirements. Acquisition documents must specify the following:
a. Title, number, and date of this specification.
b. Issue of DODISS to be cited in the solicitation, and if required, the specific issue of individual
documents referenced (see 2.2.1 and 2.3).
c. Activity to receive new ingredient vendor samples for approval tests (see 3.1)
d. Whether first article inspection is required (see 3.2).
e. Packaging requirements (see section 5 and 6.11)

That the safety precaution requirements of the "Contractor's Safety Manual for Ammunition,
Explosives, and Related Dangerous Material," DOD 4145.26M, are applicable. NOTE: When this
specification is used as part of the description of work to be accomplished by a Government
activity, the safety precaution requirements of "Ammunition and Explosives Ashore," OP 5, are
applicable.
6.3 Approval of new ingredient vendors. With respect to vendors of PBXN-110 ingredients
requiring approval, awards will be made to contractors who propose to use only ingredient vendors which
are, at the time of award of contract, approved for inclusion in 6.9 whether or not such vendors have
actually been so listed by that date. The attention of the contractors is called to these requirements, and
manufacturers are urged to arrange to have their ingredient vendors that they propose to use tested for
approval in order that they may be eligible to be awarded contracts or purchase orders for the product
covered by this specification. Information pertaining to approval of PBXN-110 ingredient vendors may be
obtained from Indian Head Division, Naval Surface Warfare Center, Yorktown Detachment, PO Drawer
160, Yorktown, VA 23691-0160.
6.4 First article. When a first article inspection is required, the contracting officer should provide
specific guidance to offerors whether the sample(s) should be a preproduction sample, a first article
sample, a first production sample, a sample selected from the first production batches, standard production
sample(s) from the contractor's current inventory (see 3.2) and the number of samples to be tested as
specified in 4.4.2. The contracting officer should also include specific instructions in acquisition
documents regarding arrangements for examinations, approval of first article test results, and disposition of
first articles. Invitations for bids should provide that the Government reserves the right to waive the
requirement for samples for first article inspection to those bidders offering a product which has been
previously acquired or tested by the Government, and that bidders offering such products, who wish to rely
